On their website, CASEL defines Social and Emotional Learning as "the process through which all young people and adults acquire and apply the knowledge, skills, and attitudes to develop healthy identities, manage emotions and achieve personal and collective goals, feel and show empathy for others, establish and maintain supportive relationships, and make responsible and caring decisions."

CASEL contends that a goal of SEL is sociopolitical development and control which is "the perceived capacity to change social conditions and participate in individual and collective social action to effect social change." (page 10)

SEL teaches children to be critical of our social system & guides them towards collectivism.

SEL guides children to become activists against our current cultural, economic, and political systems.

SEL focuses on the race, gender, sexuality, and socioeconomic status of students.

SEL can be a class but is also integrated throughout the school day. Emotionally charged curriculum is used to start SEL based dialogue with students.

SEL is considered a mindset or skill that is a part of every school and class.

CASEL believes that schools only provide support for White middle-income students and that White culture dehumanizes the people in marginalized groups.

How did we get here in Louisiana? Looking at the development of SEL policies is helpful to understand the answer.
Over a decade ago, SEL began as a simple character and conflict resolution program. It was initially targeted at struggling classrooms and learners. A core belief is that "When educators foster a caring school environment and teach core social skills, a virtuous cycle develops in which positive interactions beget more positive interactions." ( edutopia 2011) SEL began as a movement in the 1960's at Yale, under James Comer who ran the Comer School Development Program. The program had good results initially, and the popularity soared. By the 1980's SEL research was centered at Yale and the New Haven Public Schools.
The 1990's were a period of explosive growth in the field, as CASEL (Collaborative to Advance Social and Emotional Learning) was launched and hosted the first CASEL conference. Other key events like the 1995 publishing of Daniel Goleman's Emotional Intelligence: Why It Can Matter More Than IQ and the 1997 publication of Promoting Social and Emotional Learning

Social emotional learning (SEL) was formed officially in 1994, when the Collaborative for Academic, Social and Emotional Learning or CASEL was created. Since then, it has exploded into a multi-billion dollar industry spanning the globe.

Systemic SEL appears to be poised to take the giant step of teaching us all how to be, individuals, children, parents. This does not seem like it is the role of the government.

Chicago Public Schools Student Code of Conduct
In 2014 Chicago Public Schools updated their Student Code of Conduct to reflect a less punitive, more restorative approach to discipline.
